The Progressive Safe System (PSS) Explained

The PSS is the all-new upgraded version of Transport for London’s existing DVS Safe System, which was introduced in 2019 as part of plans to eliminate all deaths and serious injuries on London’s transport network by 2041. 

The DVS measures how much an HGV driver can see directly through their cab windows, expressed as a star rating from 0 (limited) to 5 (good). This rating indicates the level of risk to vulnerable road users (VRUs), such as pedestrians or cyclists.

What’s New Under the PSS?

Taking effect from Monday 28th October 2024, the PSS builds on the regulations already in place and introduces some important changes:

Enhanced Safety Measures

The PSS focuses on enhancing safety by incorporating more advanced driver assistance technologies.

Stricter Star Ratings

HGVs are now required to secure at least a 3-star rating to be considered compliant with the DVS regulations.

Updated Permits

Vehicles that do not meet the minimum star rating at the point of manufacture must acquire new permits. Applications can be submitted from June 2024.

New Technology Requirements for HGVs

The new PSS guidelines stipulate that any HGVs that are over 12 tonnes, have a rating of 2 stars or less, and operate within Greater London must install the following equipment by 28th October 2024: 

    • Must be fitted on the vehicle's nearside to eradicate remaining blind spots.

    • They can also serve as substitutes for Class V and VI mirrors.

    • Must be fitted to the front of the vehicle to warn the driver of a VRU’s presence and prevent collisions at the front blind spot when moving off from a stationary position.

    • Must provide full coverage along the nearside of rigid vehicles to detect VRUs and prevent left-turn collisions.

    • They should not be triggered by roadside furniture or stationary vehicles.

    • Must be fitted to provide an adequate warning to VRUs when a vehicle is turning left (or right for left-hand drive vehicles)

    • Must be fitted to both sides of the vehicle to reduce the risk of VRUs being pulled underneath it following a collision, unless it is not practicable.

    • Must be displayed on the vehicle’s exterior to provide a clear visual warning of the potential hazards facing other road users.

    • Enhances the vehicle’s safety systems by providing necessary inputs for various safety measures.

    • A dash-mounted switch that temporarily silences the Audible Alarm for 4 minutes (useful during night hours: 11:30pm - 7:00am).

    • The alarm returns to normal function after 4 minutes or when reverse gear is disengaged.

    • Available in A4 and A3 sizes, in both portrait and landscape formats.

    • Part of DVS- and FORS-compliant packages or available separately.

    • Enhances visual safety cues for VRUs and other road users around the vehicle's blind spots.
